Lawyer Zhang Qihuais legal journey began with his military career. In 1970, at the age of less than 15, he joined the military and became the youngest recruit in a unit of the Air Force. In 1982, at the age of only 27, he was appointed as an aviation division chief of staff, becoming the youngest regimental-level cadre in the Air Force at that time. In 1987, a case of smuggling wool using a military aircraft occurred in a unit of the Air Force stationed in Inner Mongolia. The superior authority of the unit involved in the casethe Air Force of the Beijing Military Regionspecially set up an investigation team to conduct a thorough investigation into the case. Zhang Qihuai was appointed as the deputy leader of the investigation team. This was the first time that Zhang Qihuai, as a soldier, became involved in legal work, and it also became the starting point for him to engage in the legal profession later. In 1990, Zhang Qihuai passed the national lawyer qualification examination and was transferred to the Legal Office of the Air Force Command of the Nanjing Military Region to work as a legal consultant. In 1996, Zhang Qihuai was ordered to go to Beijing and transferred to the post of head of the legal department of the Logistics Department of the Air Force of the Central Military Commission (with the rank of colonel), where he began to systematically handle legal affairs related to the military and the interaction between the military and local authorities.

During his military career, Zhang Qihuai was repeatedly commended by the military for his high political awareness and professional ability: he received seven military commendations and was awarded a third-class merit award once, and was successively rated as an Outstanding Legal Worker of the Whole Military”, an Outstanding Individual in Legal Popularization and Education of the Whole Military”, and an Outstanding Individual in the Third Five-Year Law Popularization Campaign of the Whole Military and the Whole Country. His work experience during this period laid a professional foundation of "Firm political stance, Strict discipline, Excellent professional skills" for his outstanding achievements in the legal field later.

Founding Lanpeng

On September 24, 2001, Zhang Qihuai participated in the founding of Beijing Lanpeng Law Firm. After more than 20 years of development, Lanpeng has grown into a large-scale comprehensive law firm with its headquarters in Beijing. It has also established branch offices in Shanghai, Guangzhou, Chengdu, Xiamen, Jinan, Xian, Hefei, Shijiazhuang and other cities, with its business scope covering the whole country and service network radiating globally.

With years of in-depth experience in the legal field, Lawyer Zhang Qihuai has achieved remarkable accomplishments, especially in the area of aviation law. Leveraging the rich aviation experience accumulated during his service in the Chinese Air Force, he has a profound understanding of the aviation industry, aviation technology and aviation law. He has handled nearly all the first-of-its-kind aviation cases and major aviation cases in China, earning him the reputation of "Top Aviation Case Lawyer" and the "Outstanding Achievement Award in Aviation Legal Construction during the 40th Anniversary of Reform and Opening-Up".

In 2005, Lawyer Zhang Qihuai represented Air China pilots in their resignation cases. He successfully overturned the "exorbitant training fee" clause for the first time, creating a precedent for pilots to resign with "zero compensation". In 2006, he represented the claimants in the water pollution damage claim case arising from the "11.21" Baotou air crash. He successfully secured 21.4 million yuan in water pollution treatment fees from China Eastern Airlines for Nanhai Park, setting a world record for compensation for water pollution caused by an air crash. In 2010, regarding the "8.24" Yichun, Heilongjiang plane crash, he served as the defense attorney for Qi Quanjun, the first pilot in China to be prosecuted for the crime of major flight accident. Thanks to his efforts, Qi Quanjun received a fair and just verdict. In 2012, entrusted by Hebei Airlines, Lawyer Zhang Qihuai led a team to negotiate with Boeing Company of the United States on the purchase of 18 Boeing 737-800 aircraft. After 10 rounds of arduous negotiations over six months, he secured a number of important rights and interests for Hebei Airlines in key areas such as applicable law, dispute resolution, aircraft delivery and crew training. These included an unprecedented preferential price offered by Boeing during the sales process. These achievements greatly helped Hebei Airlines launch its operations smoothly after its establishment and laid a solid foundation for its subsequent development. Additionally, Zhang Qihuai represented a series of well-known cases, such as the case of a teenage girl being denied boarding at Jiayuguan Airport in Gansu Province who later required amputation (rated as one of the "Top 10 Influential Litigation Cases in China in 2006"), the personal injury compensation case of a teenager who climbed onto an aircraft in Kunming on "11.11", the personal injury compensation case of the Busan air crash, Chinas first case applying the Montreal Convention, and Chinas first "aviation blacklist" case.

From 2014 to 2022, Lawyer Zhang Qihuai was the only Chinese lawyer who participated in the entire trial process of the MH370 case in three locations: Washington, Kuala Lumpur and Beijing. With his profound professional knowledge in aviation law, he provided professional legal assistance to the families of the missing passengers. Meanwhile, he also extended a helping hand to the family members of passengers facing financial difficulties, offering them life support. His professional performance during the case representation was highly praised by international and domestic civil aviation organizations as well as relevant authorities, and also won high recognition from the families of the air crash victims.

While focusing on aviation law services as his core practice area, Lawyer Zhang Qihuai has also achieved remarkable results in the comprehensive legal field. In criminal defense, relying on his excellent legal skills and rigorous logical thinking, he accurately identifies procedural flaws, provides effective defense for clients, and helps reduce charges or exclude improper evidence. He played a crucial role in major cases such as the second-instance trial of Li Tianyis case, the smuggling case of Xiamen Yuanhua Group, the 500-million-yuan fund-raising fraud case in Panjin, Liaoning, case Involving Gangster v. Gangster criminal infighting during Anti-Gang Crackdown in Jinzhou, Liaoning, the sexual assault case of Gao Yunxiang (acquitted and released), case of repatriation under a Red Notice (successfully repatriating 2 fugitives, one of whom had been at large in the United States for many years and the other in New Zealand for many years; returned smoothly after receiving suspended sentences), and case under the Ministry of Public Securitys Special Operation Fox Hunt (securing suspended sentences for the clients).

In the field of administrative disputes, Lawyer Zhang Qihuai represented the high-profile "Super Mario" gas poisoning administrative litigation case. After a three-year rights protection process involving four changes of defendants and two changes of courts, he finally helped the clients obtain justice and due compensation. This case was not only included in the textbook of the National School of Administration, but also promoted the Ministry of Public Security to revise the 110 emergency call response rules, making important contributions to the improvement of relevant laws and regulations and law enforcement standards.

In the area of intellectual property (IP), he handled a number of well-known cases, including the copyright infringement case of Mao Zedongs works, the copyright case of diving champion Gao Mins book Chasing Dreams, the trademark infringement case of "Yulin Chuanchuanxiang", the trademark infringement case of Hong Kong-based "Shanlana", the software copyright infringement and trade secret infringement case of U.S.-based Audimar Company, the music copyright case of the Peking Opera Sha Jia Bang, and the copyright infringement case of the TV drama Qiaos Grand Courtyard. These cases have helped the right holders recover a total of over 10 billion yuan in economic losses. Among them, the series of trademark cases of "Little Sheep" (a renowned hot pot brand) were selected as one of the "Top 10 Typical IP Cases in China in 2006"; the copyright and name right infringement case of famous table tennis player Zhuang Zedong was included in the 2011 IP Judicial Protection White Paper of Shanghai Courts, selected as one of the "Top 10 IP Judicial Protection Cases of Shanghai Courts in 2011", and listed as one of the "Top 50 IP Cases of the Supreme Peoples Court".

In the field of marriage and family cases, Lawyer Zhang Qihuai also demonstrated his professional strength. In Wang Baoqiangs divorce case, he innovatively divided the divorce process into two steps: dissolving the marital relationship and dividing the marital property. This approach not only helped Wang Baoqiang obtain his due property, but also successfully held the involved agent criminally responsible, providing new ideas and a model for Chinese courts in hearing similar divorce cases. In the long-distance video divorce case between Gao Yunxiang and Dong Xuan, he promoted the adoption of a long-distance video trial method. This not only protected the litigants litigation rights, but also broke geographical restrictions, accumulating experience for the promotion of remote litigation models under special circumstances.

Lawyer Zhang Qihuai is also the personal legal counsel for many celebrities and has represented a number of high-profile celebrity cases. Among them, Ma Sus private prosecution case against Huang Yiqing for defamation is of great significance, as it is the first case in China where criminal liability was pursued for defamation of a celebritys reputation. Other cases he successfully represented include: the traffic accident death compensation case of Tan Songyuns mother (successfully holding the drunk driver criminally responsible); the defense of Gao Yunxiang in the sexual assault case (eventually achieving an acquittal); as well as cases such as Xu Jingleis portrait right infringement case, Cai Wenjings network infringement liability lawsuit against He Guiqin, and the network infringement liability lawsuit filed by Fan Xinman (director of Touching China) against her ex-husband Zhang Jizhong. When handling celebrity cases, Lawyer Zhang Qihuai not only focuses on legal defense, but also fully considers the celebrities public image and social impact, striving to protect the clients legitimate rights and interests while minimizing the negative impact on their reputation.

In the field of foreign-related cases, Lawyer Zhang Qihuai has also performed exceptionally well. In the international arbitration case (at the Court of Arbitration for Sport, CAS) concerning Sun Yangs doping test procedure dispute, he used his rich legal experience and professional expertise to conduct an in-depth investigation into the details of the incident, pointed out the serious problems in the qualifications of the testers and the testing procedure, and successfully promoted FINA (Fédération Internationale de Natation) to make a preliminary ruling in favor of Sun Yang. In another high-profile case of a female pilots plane crash in the United States, Qu Yujia, a female pilot assigned by Xiamen Airlines to train at a flight safety academy in Florida, USA, unfortunately died in an air crash during a cross-country solo flight training. Entrusted by Qus family to handle the case, Lawyer Zhang Qihuai quickly formed a cross-border rights protection team and went to the United States to face the complex legal system and the challenges of aviation accident liability determination. After an assessment by U.S. legal experts on the liability for the accident, it was confirmed that the pilot bore 30% of the liability and the flight academy bore 70%. In the end, with careful evidence collection and precise strategies, Lawyer Zhang Qihuai successfully secured a compensation of 2.5 million U.S. dollars from the flight academy for the family, bringing a legal conclusion to this cross-border tragedy. In the Australian Chinese investment arbitration case, facing a complex cross-border investment dispute involving hundreds of millions of yuan, he led the Lanpeng team to initiate arbitration at the Australian Arbitration Commission. With a solid evidence chain and international litigation thinking, the team made every effort to secure a fair ruling for the client, demonstrating the professional strength of Chinese lawyers in cross-border dispute resolution.

Since taking office as the Secretary of the Joint Party Branch Committee of Beijing Lanpeng Law Firm of the Communist Party of China, Zhang Qihuai has adhered to promoting the development of the firm through Party building. His personal political honors and professional achievements complement each other. He has won the title of Outstanding Communist Party Member in Beijings legal industry for 15 consecutive years, and the Party branch he leads has been rated as an Advanced Party Organization in Beijings Legal Industry”. With the practice philosophy of taking professionalism as the foundation and faith as the soul, Zhang Qihuai has thoroughly practiced the unremitting pursuit of fairness and justice by legal professionals in the new era.
